SEC NRS, as a technical support organization of the Federal Environmental, Industrial and Nuclear Supervision Service of Russia (Rostechnadzor), by the order of Rostechnadzor takes part in preparation of national reports of the Russian Federation on fulfillment of commitments arising from the Convention on Nuclear Safety and the Joint Convention on the Safety of Spent Fuel Management and on the Safety of Radioactive Waste Management (meetings on review of the Reports are held once per three years, inception meetings are held six month before and six month after the Review Meeting of the Contracting Parties).

SEC NRS representatives take part in the activity of the IAEA managing bodies (General Conference) and working bodies (as a member of the Safety Standards Commission, representing the Russian Federation and as members and observers in the Safety Standards Committees).

One of the areas of cooperation with the IAEA is the participation in the activity of the Regulatory Cooperation Forum as well, that is intended to assist the countries which embark on their nuclear power programmes or have expressed their wish to expand the existing nuclear power programmes, the participation in the Technical and Scientific Support Organization Forum and various cooperation networks within the Global Nuclear Safety and Security Network (GNSSN).

In addition, SEC NRS representatives take part in the Agency's international conferences, technical and consultative meetings and events within the Technical Cooperation Programme.

2014

In 2014 SEC NRS took part in more than 50 activities, organized by the IAEA. Among them, besides participation in seminars, meetings and training courses in frames of the regional projects of the IAEA, SEC NRS participated in the 58-th session of the IAEA General Conference, meetings of the Safety Standards Commission, Nuclear Safety Standards Committee, Transport Safety Standards Committee, Waste Safety Standards Advisory Committee, meetings of the Convention on Nuclear Safety Efficiency and Transparency Working Group; meetings held by the decision of the forth review meeting of the Contracting Parties with regard to national reports on fulfillment of commitments arising from the Joint Convention on the Safety of Spent Fuel Management and on the Safety of Radioactive Waste Management.

IAEA IRRS follow-up mission

The IAEA Integrated Regulatory Review Service follow-up mission to the Russian Federation (the follow-up mission), which was held in November 2013, became one of the most significant events with a view to upgrading of the Russian regulatory and legislative framework, the results of which were submitted to Rostechnadzor in May 2014 in the form of the IAEA IRRS follow-up report. For the purposes of implementation of recommendations and suggestions given in the Report, the Rostechnadzor’s Action Plan on their implementation was developed and approved (Rostechnadzor’s Order No.593 dated of December 22, 2014) under the support of SEC NRS. The Plan includes 24 actions aimed at enhancement of the legal and regulatory system of the Russian Federation on safety assurance in the field of atomic energy use with regard to issues related to the competence of the Government of the Russian Federation, Rostechnadzor and other regulatory bodies. Implementation of the Plan actions is envisaged up to the end of 2018. The official IAEA report is available on Rostechnadzor’s website.
