The Safety Guide RB-065-17 “Recommendations on Accounting of Nuclear Material During Physical Inventory in Material Balance Areas and on the Analysis of the Results” has been put into effect on December 11, 2017.

The Safety Guide provides recommendations of the Federal Environmental, Industrial and Nuclear Supervision Service of Russia on accounting of material in the course of physical inventory in material balance areas and on the analysis of the inventory results.

The Safety Guide contains case studies related to determination of the scope of confirmatory measurements of nuclear material, assessment of the physical inventory difference and its calculation error during nuclear material inventory, analysis of the physical inventory difference with a view to availability of anomalies in the nuclear material accounting and control by the method of determination and analysis of the cumulative sum of the physical inventory difference.

The Safety Guide covers the activities of personnel during the physical inventory of nuclear material in the material balance areas to ensure the state accounting and control of nuclear material in organizations involved in nuclear material handling.

The Safety Guide was developed to repeal the “Provisions on the Procedure of Data Acquisition on the Quantity of Nuclear Material for their Accounting and on the Results of Physical Inventory in Material Balance Areas” (RB-065-11).

The Safety Guide was adopted by the Order of the Federal Environmental, Industrial and Nuclear Supervision Service of Russia No. 535 dated of December 11, 2017.

The Safety Guide was developed by the team of authors, namely: T.M. Anikina, M.D. Gareev, A.E. Kirtaev, L.N. Kushnevskiy, E.P. Subbotin (SEC NRS), D.A. Bokov (Rostechnadzor).
