Rostechnadzor will host the IAEA mission in 2013

16.05.2013 The Federal Environmental, Industrial and Nuclear Supervision Service of Russia will start preparations to host the International Atomic Energy Agency mission in 2013. Such order was signed by Mr. Dmitriy Medvedev, Prime-Minister of the Russian Federation. The text of the document is posted on the website for legal information. The Government entrusted to Rostechnadzor and other concerned agencies to host the IAEA mission, as the document says.

The IAEA delegation will visit our country to analyze the implementation of recommendations of Integrated Regulatory Review Service (IRRS) mission hosted in November 2009.

In the recent years the IAEA pays more and more attention to the issues of efficiency of regulatory bodies, as to one of the key components for global nuclear safety.

Lessons learnt from the Japanese Fukushima-Daiichi NPP accident one more time indicated the importance of availability of a competent and independent regulatory body, possessing the necessary financial and human resources for effective execution of the state functions related to safety regulation in atomic energy peaceful uses.

One of the tools identifying the effectiveness of the regulator activity is the IAEA IRRS mission. In November 2009, the mentioned mission was for the first time held in Russia by invitation of the Government of the Russian Federation.
Based on the findings of the mission a report was prepared to outline the recommendations and proposals aimed at enhancement and upgrading of the effectiveness of the state safety regulation in atomic energy peaceful uses in the Russian Federation, and there were also noticed the examples of good practices, which may be recommended to other countries and considered in the development (improvement) of the IAEA standards.

In line with the procedure established by the IAEA, the repeated IAEA mission shall be carried out to the hosting country upon three or four years since the IRRS mission in order to analyze the implementation of the recommendations of the previously conducted IRRS mission.
