Rostechnadzor held a meeting of the Public Council

19.12.2014 Opening the meeting, Mr. Vladimir Grachev, the Chairman of the Public Council under Rostechnadzor, the President of the V. I. Vernadsky Non-governmental Ecological Foundation, awarded Mr. Alexey Aleshin, Chairman of Rostechnadzor, with the Vernadsky Order for Distinguished Service and Achievements in the Field of Ecology and Environmental Safety. The Public Council members were also awarded with the honors, i.e. with anniversary medals “295 years” of the Federal Environmental, Industrial and Nuclear Supervision Service of Russia.

The event participants considered issues for further enhancement of the safety legal regulation in the field of atomic energy use and Rostechnadzor activity on implementation of the recommendations of the International Atomic Energy Agency (IAEA) repeated mission.

Mr. Alexey Ferapontov, Rostechnadzor Deputy Chairman, noted that in 2013 the work of the IAEA experts on implementation of the recommendations and proposals of the IAEA mission-2009 revealed new recommendations and proposals on enhancement of its activity on the whole, considering the consequences of accident at the Fukushima-Daiichi NPP. The recommendations and proposals based on the results of the review of Rostechnadzor regulatory activity in the field of emergency preparedness and response were also finalized.

«To the benefit of implementation of recommendations and proposals of the IAEA teams of experts (2013), a new draft was developed for the Rostechnadzor Action Plan on implementation of the recommendations and proposals of the International Atomic Energy Agency post-mission “Integrated Regulatory Review Service for the Russian Federation” in November 2013. Implementation of actions included in this Plan is expected up to 2018. Some of the actions have been already fulfilled. The prepared Rostechnadzor Action Plan according to the findings of the IAEA post-mission was presented at the International Workshop “Lessons Learnt from the IAEA Integrated Regulatory Review Service Post-Missions” that was carried out together by Rostechnadzor and IAEA in Moscow on December  9-11, 2014 and approved by Mr. Denis Flori, IAEA Deputy Director General”, he said.

As explained by Mr. Ferapontov, the following actions were completed in line with the prepared Rostechnadzor Action Plan according to the findings of the IAEA post-mission:

- the Safety Guide RB-094-14 “Minimization of Radiation Consequences for Public and Personnel in the Process of Accident Consequences Elimination at Various Type NPP Units. Methodology for Optimization of Public and Territories Protection Actions” was developed and approved;

- Rostechnadzor was assigned by the Decree of the RF Government as an authorized body for implementation of the international cooperation on the issues of development of the national nuclear and radiation safety regulation frameworks in atomic energy peaceful uses in the countries constructing or planning construction of the Russia-designed nuclear facilities;

- Rostechnadzor signed an Agreement with the State Corporation Rosatom on the share of information in solving problems of emergency response at nuclear facilities;

- the Rostechnadzor Quality Policy Statement in the Field of State Safety Regulation in Atomic Energy Use was published on the website of Rostechnadzor;

- the Provision on Rostechnadzor Quality Management System in the Field of State Safety Regulation in Atomic Energy Use was approved.

The official report on the IAEA IRRS post-mission is posted on open access on the official website of Rostechnadzor, which contributes to implementation of the state policy of transparency and openness of activity in the area of state safety regulation in atomic energy use.

Considering the above-mentioned information, the Public Council under Rostechnadzor emphasized the positive working of Rostechnadzor and SEC NRS on implementation of the recommendations and proposals made by the previous IAEA mission and post-mission on the effective regulation of nuclear and radiation safety; recommended to Rostechnadzor to facilitate work on review and approval of the prepared Rostechnadzor Action Plan based on the results of the IAEA post-mission; and also to inform regularly the Public Council under Rostechnadzor on implementation of the Rostechnadzor Action Plan based on the results of the IAEA post-mission in 2015-2018.

Moreover, the draft plan for Rostechnadzor legislation activity for 2015 was considered at the meeting to envisage the development of draft Rostechnadzor Orders “About Approval of the Federal Safety Regulations in the Field of Atomic Energy Use “Rules for Physical Protection of Radioactive Wastes, Radiation Sources and Storage Facilities”, “Requirements to the Systems of Physical Protection of Nuclear Materials, Nuclear Installations and Nuclear Material Storage Facilities”. SEC NRS and Legal Department of Rostechnadzor were assigned to be responsible for the development.
