 Deputy Chairman of Rostechnadzor, Mr. Alexey Ferapontov, has taken part in the International Atomic Energy Agency’s Mission 22.01.2016 Upon the invitation of the International Atomic Energy Agency (IAEA), Mr. Alexey Ferapontov, Deputy Chairman of Rostechnadzor, has taken part in the Agency’s mission on comprehensive assessment of activities performed by Japans’ authority on safety regulation at the use of atomic energy for peaceful purposes (Integrated Regulatory Review Service (IRRS) mission). He participated as a member of the international team of experts. In particular, he was involved in the review of the framework established by Japan’s Nuclear Regulation Authority (NRA) demonstrated through the following thematic areas (modules): “Responsibilities and Functions of the Government”; “Global Nuclear Safety Regime”; and “Interfaces with Nuclear Security”.
The IRRS mission took place in Tokyo (Japan) in the period of January 11 to 22, 2016. The international IRRS team comprised 19 experts from 17 Agency’s Member States – Argentina, Australia, Brazil, Canada, the Czech Republic, Finland, France, Ireland, the Republic of Korea, the Russian Federation, Slovenia, South Africa, Spain, Sweden, Switzerland, the United Kingdom and the United States of America – and five IAEA experts.
Within two weeks of interviews with the specialists from NRA and responsible officials from other ministries and departments, the international team of experts has carried out the efficiency assessment of the NRA activities following several modules, such as: Responsibilities and Functions of the Government; Global Nuclear Safety Regime; Responsibilities and Functions of the Regulatory Authority; Management System of the Regulatory Authority; Authorization; Review and Assessment; Inspections; Enforcement; Development of Regulations and Guides, Emergency Preparedness and Response.
Based on the IRRS mission assessments, it was noted that in the few years since its establishment in 2012, the NRA demonstrated independence and transparency of its activity. Good practices have been identified as well as recommendations and suggestions have been made to help NRA to improve the effectiveness of its activities.

The IAEA IRRS mission with regard to the assessment of activity of the regulatory authority (The Integrated Regulatory Review Service) is considered as an instrument for independent assessment of the current condition status of national infrastructure on safety regulation made by experts from the point of view of its compliance with the IAEA safety standards requirements. This mission is being implemented by the international group of experts formed by the IAEA and headed by the senior management representative from the regulatory authority of the IAEA Member-State.
