Draft Federal regulations and rules in the field of use of atomic energy “General Safety Provisions for Radiation Sources” (NP-038-ХХ)

Purpose and Scope of Application

  1. The present Federal regulations and rules in the field of the use of atomic energy “General Safety Provisions for Radiation Sources” (hereinafter to be referred to as – General provisions) are developed in compliance with Article 6 of the Federal law No. 170-FZ “On the Use of Atomic Energy” (dated from November 21 of 1995) (Legislative Corpus of the Russian Federation, 1995, No.48, Art. 4552; 1997, No. 7, Art. 808; 2001, No. 29, Art. 2949; 2002, No.1, Art. 2; No. 13, Art. 1180; 2003, No. 46, Art. 4436; 2004, No. 35, Art. 3607; 2006, No. 52, Art. 5498; 2007, No. 7, Art. 834; No. 49, Art. 6079; 2008, No. 29, Art. 3418; No. 30, Art. 3616; 2009, No. 1, Art. 17; No.52, Art. 6450; 2011, No. 29, Art. 4281; No. 30, Art. 4590, Art. 4596; No. 45, Art. 6333; No. 48, Art. 6732; No. 49, Art. 7025; 2012, No. 26, Art. 3446; 2013, No. 27, Art. 3451), Resolution of the Government of the Russian Federation No. 1511, dated from December 01 of 1997 «On Approval of Provision on Development and Putting into Force of the Federal Regulations and Rules in the field of the Use of Atomic Energy» (Legislative Corpus of the Russian Federation, 1997, No. 49, Art. 5600; 1999, No. 27, Art. 3380; 2000, No. 28, Art. 2981; 2002, No. 4, Art. 325; No. 44, Art. 4392; 2003, No. 40, Art. 3899; 2005, No. 23, Art. 2278; 2006, No. 50, Art. 5346; 2007, No. 14, Art. 1692; No. 46, Art. 5583; 2008, No. 15, Art. 1549; 2012, No. 51, Art. 7203).

  2. List of abbreviations, as well as basic terms and definitions being used in this “General provisions…”, are presented in Appendices No. 1 and No. 2. The requirements concerned with the radiation sources (stationary or relocatable ones) are indicating “stationary radiation source” or “movable radiation source”.

    The term “radioactive substances” that is being used in these “General provisions…”, covers the opened radionuclide sources.

    The requirements to radiation sources, that are presented in this “General provisions..”, which contain radioactive substances only, shall not apply to radiation sources, which contain the sealed radiation sources only.

    In respect to radiation sources, which contain both the sealed radiation sources and radioactive substances: they are subject to the requirements to radiation sources, which contain the sealed radiation sources only, and shall comply with the requirements to radiation sources, which contain the radioactive substances only.

    The deadline to bring the design and (or) engineering (operational) documentation (developed for radiation sources) in line with the requirements from this “General provisions..” is a two-year period after the entry into force of this “General provisions..”.

  3. The present “General provisions..” establishes purposes, basic principles, criteria and general requirements to safety ensuring that are subject to implementation at siting, designing, manufacturing, construction, operation, decommissioning of a radiation source and in the course of manufacturing of an equipment for radiation source; the present “General provisions...” introduces classification in respect to radiation sources, their systems and components.

  4. The requirements of the present “General provisions..” are applied to:
    • all types of activity in the sphere of the use of atomic energy related with application of the sealed radiation source and (or) radioactive substances as a component of radiation source ;
    • activity on safety ensuring in respect to the disused sealed radiation sources before their transfer to disposal;
    • radiation sources, which are being operated on-site of nuclear facilities (including nuclear plants units, nuclear research installations and nuclear fuel cycle facilities).

  5. The requirements of the present “General provisions..” are not applied to:
    • radiation sources, which are used in activities related with the development, manufacturing, testing, operation, dismantlement and disposition of nuclear weapons and the military-oriented nuclear power installations;
    • transportation of radioactive substances and relocatable radiation sources outside its organizations’ territories;
    • accounting and control of radioactive substances and radioactive waste;
    • physical protection of radioactive substances and radioactive waste;
    • extension of the designed service- life of a radiation sources;
    • radiation sources where the ionizing radiation is generated and radiation sources which does not contain radioactive substances.
