Federal Safety Regulations “General Safety Provisions for Safety of Spacecrafts with Nuclear Reactors” are to be entered into force

On December 1, 2017 the Federal Safety Regulations “General Safety Provisions for Safety of Spacecrafts with Nuclear Reactors” (NP-101-17) are to be entered into force.

The Federal Safety Regulations specify safety goals and basic criteria for spacecrafts with nuclear reacors, as well as basic principles and general requirements to technical and organizational measures, aimed at achievement of safety. The scope of implementation of these principles and measures shall be in accordance with the Federal Safety Regulations in the field of atomic energy use. In case of lack of the required regulatory legal acts, the proposed certain technical solutions shall be justified in compliance with the state-of-the-art level of science, technologies and production.

The Federal Safety Regulations establish general requirements to nuclear and radiation safety, considering the specifics of spacecrafts with nuclear reactors, as the potential sources of radiation impact on personnel, public and environment in the course of design, construction, commissioning, operation and decommissioning of spacecrafts with nuclear reactors.

Design, construction, commissioning, operation and decommissioning of spacecrafts with nuclear reactors and their components shall be carried out in accordance with the requirements of the regulatory legal acts, which regulate creation, production and operation (use) of space complexes.

The requirements of the Federal Safety Regulations cover the spacecrafts with nuclear reactors, in which nuclear power installations based on the nuclear reactors provide electric power supply to remotely piloted spacecraft consumers using the closed-loop system of the nuclear reactor thermal power conversion to the electric power.

The requirements of the Federal Safety Regulations cover all stages of full life time of the spacecrafts with nuclear reactors, established by the legislation in the field of atomic energy use.

The Rostechnadzor Order No. 442 dated of October 23, 2017 was registered by the Ministry of Justice on November 17, 2017 under the No. 48938.
