1. Enterprise was established aiming to collect and apply new scientific knowledge for scientific and engineering support of nuclear and radiation safety regulation, including analysis and substantiation of criteria and requirements for nuclear and radiation safety at nuclear energy use for peaceful and military purposes.

2. Implementation of applied scientific and research, development and technological works directed at scientific and engineering support of nuclear and radiation safety regulation is the subject of the statutory activity of the Enterprise.

3. The basic types of works that correspond with the goals of the Enterprise establishment are the following:

3.1. Applied scientific research and developments regarding the spheres of:

• regulation of nuclear and radiation safety, physical protection of nuclear facilities, including nuclear installations, radiation sources, storage facilities, nuclear materials and radioactive substances;
• accounting and control of nuclear materials and radioactive substances;
• safety ensuring at nuclear facilities, safety of hazardous production facilities of electrical power sector and industry.

3.2. Implementation of engineering, laboratory and other types of measurements in the part of:

• investigation of causes of accidents, violations, events and emergency situations of man-induced nature and elimination of consequences thereof at nuclear facilities, hazardous production facilities and electrical power sector facilities;
• oversight and supervision activities in the course of safety assessment of nuclear facilities, hazardous production facilities and electrical power sector facilities.

3.3. Survey, research, tests, review and other types of assessments as well as development and management of databases regarding:

3.3.1. Investigation of causes of accidents, violations, events and emergency situations of man-induced nature and elimination of consequences thereof at nuclear facilities, hazardous production facilities and electrical power sector facilities.

3.3.2. Safety assessment of nuclear facilities including:

• analysis of nuclear, radiation, technical and fire safety of nuclear facilities and types of activities performed;
• software analysis (verification and certification) used for substantiation of nuclear and radiation safety of nuclear facilities;
• survey, research, tests, review and other types of safety assessment of materials, substances and technology, equipment, productions, buildings and building structures, engineering and design documentation and other items.

3.3.3. Information and analytical support to Rostechnadzor functions and authority in the field of use of nuclear energy regarding regulatory legal acts drafting, which cover:

• review of documents that substantiate safety ensuring and analysis of software (certification and verification) applied for substantiation of nuclear facilities safety;
• analysis, review and other types of assessments regarding the items and content of documents justifying safety ensuring of nuclear facilities, radiation sources, storage facilities of nuclear materials and radioactive substances, radioactive waste storage facilities and/or safety of activities performed in the field of nuclear energy use necessary for activity licensing in this field;
• checking of nuclear facilities personnel competences in the course of applying for Rostechnadzor authorization to perform activities in the field of nuclear energy use;
• organization and implementation of supervision over the state system for accounting and control of nuclear materials and radioactive substances as well as physical protection of nuclear facilities, radiation sources, storage facilities of nuclear materials and radioactive substances;
• development and establishment of maximum permissible values for radioactive substances emissions into atmosphere and permissible values for radioactive substances discharges into water bodies ;
• format and procedure of authorization for radioactive substances emissions/discharges.

3.3.4. Collection, storage, processing and analysis of information related to safety ensuring at nuclear energy use covering the information about:

• equipment failures, events, operational violations, accidents, emergency situations of man-induced nature occurred at nuclear facilities operation;
• results of oversight and supervision over nuclear, radiation, engineering and fire safety at nuclear facilities;
• status of the systems for accounting and control of nuclear materials and radioactive substances;
• status of the systems for physical protection of nuclear facilities, radiation sources, storage facilities, nuclear materials and radioactive substances;
• radioactive substances emissions / discharges from nuclear facilities.

3.3.5. Collection, storage, processing and analysis of information related to implementation of international obligations by the Russian Federation in the field of safety ensuring at nuclear energy use.

3.4. Scientific and technical support to the automated control systems functioning related to the Rostechnadzor functions implementation as a federal executive authority.

3.5. Preparation of proposals and comments in respect to drafts of legislative and regulatory legal acts, including standards, federal regulations and rules and other documents necessary for ensuring and regulation of nuclear and radiation safety in the field of use of nuclear energy.

3.6. Contribution towards development of proposals to the federal scientific and technical programs (the Federal Target Programs and interstate special-purpose programs where the Russian Federation takes part) regarding the issues assigned to the Enterprise by Rostechnadzor.

4. Enterprise is entitled to perform works and render services associated with the basic types of its activity and mentioned in para.3 for citizens and legal entities for compensation under the contracts and in excess of the established state assignment.

5. In pursuance of the legislation of the Russian Federation, the Enterprise can be engaged in other income-generating activities only insofar as it serves to realize the goals for which the Enterprise was established and which correspond to these goals. Other types of income-generating activities to be performed under the contracts with legal entities and individuals for compensation, include:

5.1. Participation in the inspections of national and foreign nuclear facilities in the correspondence with Rostechnadzor assignments as well as in the context of international scientific and technical cooperation regarding the primary activity of the Enterprise.

5.2. Upgrade of the professional knowledge of specialists which undertake activities in the field of safety of nuclear facilities and power industry, including:

• professional knowledge development of the specialists who perform activities in the field of nuclear and radiation safety regulation;
• organization, holding and participation in exhibitions, scientific and technical and methodological workshops, conferences, meetings directed at maintaining and advancing of the professional level of works, as well as in the sphere of labour protection and safe production;
• organization and holding of measures to introduce the modern technologies of education, the knowledge-level checks and implementation of educational methodological management of such work.

5.3. Publication of legal and regulatory legal acts, educational, methodological and other types of documents as well as publishing and distribution of scientific and technical and informational publications and other materials which provide results of the Enterprise scientific activity.

6. The income earned from such activities and property acquired due to such income is subject to the self-maintained disposition of the Enterprise.

7. The amount of payment for the services rendered by the Enterprise is determined in correspondence with the legislation of the Russian Federation.

8. The Enterprise is entrusted to public procurement within the procedure established by the legislation of the Russian Federation.

9. Enterprise is empowered to participate in tenders on public procurement carried out by Rostechnadzor, other executive authorities and legal entities and to perform works (render services) in accordance with such tenders results under the contract conditions.

10. The right of the Enterprise to carry out activities which require a special permission – license - arises for the Enterprise from the moment it is obtained or within the period of time specified there and it is terminated upon the expiry of its validity, unless otherwise is established by the legislation of the Russian Federation.
