ASN

Cooperation between the Federal Environmental, Industrial and Nuclear Supervision Service of Russia and the Nuclear Safety Authority of France (ASN) is carried out in frames of the interagency Agreement between the Nuclear and Radiation Safety Authority of the Russian Federation and the Nuclear Installation Safety Directorate of the French Republic on the exchange of information and co-operation in the area of regulation of safe nuclear energy use for peaceful purposes, which was signed in Vienna in 2000.

SEC NRS, as the scientific and technical support organization of the Federal Environmental, Industrial and Nuclear Supervision Service of Russia, participates in the activities on implementation of the Agreement between Rostechnadzor and ASN.

2014

In 2014 the following events took place with the involvement of SEC NRS specialists:

• Emergency response exercise at Kola NPP. The exercise was carried out together with the ASN specialists at the Information and Analytical Center of Rostechnadzor.
• Participation in the bilateral meeting with the French colleagues, where the presentation on the topic “Requirements to Extension of a NPP Unit Operating Lifetime and Experience in the Safety Review” was given.
• The Russian-French workshop was held in Moscow to share information on the actions taken to improve safety of the Russian and French nuclear power plants with the participation of representatives of the regulatory authorities and operating organizations of Russia and France. SEC NRS representative made a speech on the topic “Enhancement of the Russian Regulatory Approach Applied for NPP Safety Assessment under Extreme External Impact”.
• Preparatory meeting in Paris between the experts of Rostechnadzor and ASN. SEC NRS representative gave a presentation on the topic “Functioning of the Information and Analytical Center of Rostechnadzor”.
• Emergency response exercise at the МОХ-fuel production plant “MELOX” in Paris. Monitoring over the exercise process was arranged from the crisis centers of ASN and French Institute for Radiological Protection and Reactor Safety (IRSN).
