Development of the Draft Federal Safety Regulations

The Federal Safety Regulations in the field of atomic energy use "Provision on the Procedure of Emergency Situation Announcement, on-line Information Transfer in case of Radiation Hazard Situations at Nuclear Research Facilities" was drafted.

The draft is presented on our website in the Section "Draft Regulatory Documents" or by the link. Comments are welcomed to our e-mail: secnrs@secnrs.ru.

Starting date for the comments is February 20, 2019, the final date is March 20, 2019.

The Provision stipulates as follows:

• the criteria and procedure for announcement of the states Emergency Preparedness" and "Emergency Situation" in case of radiation hazard situations at nuclear research facilities;
• the procedure for announcement and on-line information transfer in case of radiation hazard situations at nuclear research facilities;
• the requirements to the technical and organizational measures to be taken by the operating organization for emergency response to radiation hazard situations at nuclear research facilities.

The procedure for bringing the nuclear research facility in compliance with the mentioned Provision, as well as the terms and scope of necessary actions, shall be specified for each case individually in the License Terms and Conditions for siting, construction, operation or decommissioning.

The Provision requirments cover all nuclear research facilities under design, construction, operation and decomissioning.
