  2. Consideration of response to dissertation prepared by А.А.Kiselev “Software complex for justifying calculations of radiological safety of public in beyond-design-basis accidents at nuclear facilities”.

Decisions of Scientific and Technical Council of SEC NRS

On the first issue

Having heard and discussed the information presented by Dmitry N. Polyakov, Head of Nuclear Research Installations Safety Division (NRI SD), and after speaking in debates,

Scientific and Technical Council has noted that

Within the period of 2011-2014 the specialists of SEC NRS have fulfilled review of results from background assessment for robustness of the nuclear research installations against extreme external impacts (‘stress-tests’).

The results of the review performed clearly demonstrate that:

  • All engineering and administrative measures available at NRI for protection against extreme external impacts that were adopted within the designs basis of these installations are in compliance with the regulatory documents requirements;
  • In case of emergency situations that were considered in background assessment, the dose limits that necessitate public evacuation are not exceeded.

Following the results of review performed the proposals on improvement of regulatory documents in force are prepared and are under implementation.

Scientific and Technical Council has decided that

  • NRI SD shall proceed with consideration of safety issues of NRI in case of extreme external impacts.
  • NRI SD shall distribute report on results of review of background assessment for robustness of the nuclear research installations against extreme external impacts (or documentation covering basic results) to the operating organizations concerned.
Responsible for: Nuclear Research Installations Safety Division Deadline: April 20, 2015.
  • NRI SD shall prepare draft letters of Rostechnadzor to the operating organizations concerning presentation of the following information:
  • on implementation of comments based on results of review of background assessment for robustness of the nuclear research installations against extreme external impacts;
  • on implementation of operating organizations plans directed at improvement of NRI robustness against extreme external impacts.
Deadline: April 30, 2015.

On the second issue

Upon discussing the response to dissertation prepared by А.А.Kiselev (IBRAE RAS) “Software complex for justifying calculations of radiological safety of public in beyond-design-basis accidents at nuclear facilities” that was submitted for a degree of PH.D. in Engineering Science (speaker – Anatoly A. Stroganov, Deputy Head of Nuclear and Radiation Safety Division),

Scientific and Technical Council has noted that

The dissertation prepared by А.А.Kiselev is dedicated to the development of the unified and complete mathematical model in respect to varied physical processes influencing the ultimate result of calculation\evaluation of different characteristics of radiological environment and exposure doses of members of public and personnel due to radioactive substances discharge into atmosphere in case of severe beyond-design-basis accidents at nuclear facilities and the integrated methodology applied to correct parameters of the initial discharge as well as other input parameters of calculation following the instrumentation data from radiation surveillance and radiological monitoring regarding the natural environments. This dissertation is also dedicated to the development of software which implements the unified mathematical model and comprehensive methodology in the form of integrated software complex designed for implementation of all above-mentioned calculations\evaluations in a maximum computer-aided mode and in the sequential minimization of uncertainties values of such calculations\evaluations.

The practical relevance and novelty is certain, and the results of this work that combined almost all best scientific practices taken together to demonstrate the current status of the Gaussian models development in respect to impurities atmospheric dispersion and the present-day methodology on evaluation for individual radiological safety indices, are to be considered as indisputable scientific novelty due to the completeness of factors taken into consideration.

The dissertation prepared by А.А.Kiselev complies with criteria to thesis submitted for a degree of PH.D. in Engineering Science.

Scientific and Technical Council has decided to

Approve response to dissertation prepared by Alexey A. Kiselev “Software complex for justifying calculations of radiological safety of public in beyond-design-basis accidents at nuclear facilities”», submitted for a degree of PH.D. in Engineering Science with a specialization No. 05.14.03 “Nuclear Power Installations, including Design, Operation and Decommissioning”.

Scientific and Technical Council

Scientific and Technical Council of SEC NRS is considered to be the permanent advisory body, which includes its Chairman (SEC NRS Director), Deputy Chairmen (Deputy Directors) , Scientific Secretary, members of STC (regular members) and Council of Elders – the honorable members of STC from among scientific workers who have made significant contribution to the development of the main directions of SEC NRS activity.

Basic tasks of Scientific and Technical Council:

  • Shaping of scientific and engineering policy of SEC NRS;
  • Improvement of effectiveness and scientific level of works under implementation by SEC NRS;
  • R&D activities directions-finding, formulation of proposals for their fulfillment;
  • coordination of activities between SEC NRS subdivisions ;
  • assessment of achievements within R&D finalized.

In accordance with basic tasks of STC, it summarizes and analyses domestic and international experience in nuclear and radiation safety regulation, makes recommendations for its enhancement and advance; addresses issues and makes proposals in respect to the directions of SEC NRS activities including compilation, analysis and dissimilation of scientific experience and knowledge in the field of nuclear and radiation safety regulation.

Consequently, Scientific and Technical Council is considered to be as the biggest internal platform for scientific discussions regarding agenda issues.
